War reset afoot! :)

To celebrate were giving everyone 15 vps to start off this war.

Small changelog

M18 Hellcat 50cal with hellhounds: 90 > 50Mu
Kangaroo Carrier: 140 > 110Fu
AAB resupply: 1 > 2.
Commando “Commando Fire Teams”: Now refund 20Mu when changing their piats to 3 Brens-Guns.
Commando Mortar team: 460mp 60Mu > 430mp 40Mu

Fixed doctrine unlock descriptions
Wehrmacht - Defensive: “Gun crews” - Removed description indicating the officer gets sprint, this is not the case.
US - Infantry: “Hvap shells” - Update with effect, no longer the same as 17p AP rounds. +25% more damage over normal AP rounds and 5 more seconds of duration. Currently bugged, do not work if bought in warcp. Stay tuned for a fix!
