Been a while since I have played, but I see my Jumbo proposal got pushed through. Also happy to see Mechanized Infantry getting their Bazookas back. Will be curious to see how these changes affect Armor doctrine.
Offmap changes looks like a move in a good direction as well.

Infantry Smoke Barrage is still on a per use purchase system. Is it not considered as a utility offmap?

Fog of War in Terror doctrine is also on a per use purchase system as well.

There was some concern that smoke on a cooldown might be too good with flamer and grenade tactics. What do you think? We erred on the side of caution :)

I do not think the offmap Smoke Barrage would be that strong. First off, you would require LoS to drop it, which already makes it less versatile than mortar smoke (a 3 pop unit investment). Like most of the other utility offmaps, you need to combine it with actual units for it to work. Then the barrage itself takes some time to drop the smoke, so players have time to react. All in all, I would say this offmap, while useful, is not as powerful as say Inspired Assault which can work really well with LMG spam tactics.
If a player is going to be invested in a grenade or flame tactic, they are probably better off having a few Mortar teams to be able to drop smoke consistently rather than waiting 5+ minutes for the offmap to recharge. The offmap is nice because it is more flexible, letting players exploit a situation that presents itself, maybe something like dropping smoke to protect and retreat units that accidentally walked into machine guns.
