Its actually only for creating new threads in the General Forums. At least, thats what is supposed to be the case.
There may be an issue where a new thread never reaches the moderation stage because.... website. We are looking into it.

Snarks this is part of a new development effort to control the media at large and limit criticism of the mod. Basically we have figured out that reducing criticism in the mod is way easier if we just make it illegal.
